The Global Health Fellows Program (GHFP) is a five year cooperative agreement implemented and managed by the Public Health Institute (PHI) in partnership with the Harvard School of Public Health, Management Systems International, and Tulane University School of Public Health and Tropical Medicine. GHFP is supported by the US Agency for International Development (USAID).

The goal of GHFP is to improve the effectiveness of USAID Population, Health and Nutrition programs by developing and increasing capacity of health professionals in Washington, DC and overseas. This is accomplished through the recruitment, placement and support of junior, mid and senior level health professionals; a diversity initiative focused on providing internship and mentoring opportunities in international public health to underrepresented communities; and professional and organizational development activities to bolster USAID’s ability to maximize results and strengthen its leadership role in global health.

INTRODUCTION:


USAID has been, and continues to be, at the forefront of the US Government (USG) response in the fight against the HIV/AIDS pandemic, funding over $6 billion since inception of its international HIV/AIDS program in 1986 with HIV/AIDS programs in nearly 100 countries worldwide. The Agency is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR), the largest commitment ever by any nation for an international health initiative dedicated to combating a single disease in more than 120 countries around the world.

The HIV/AIDS Community Care and Prevention Advisor (Advisor) will serve as a member of the Bureau for Global Health, Office of HIV/AID’s Technical Leadership and Research Division (GH/OHA/TLR). The TLR Division provides technical and managerial guidance for state-of-the art programs for HIV prevention, care, and treatment as well as the application of related research into effective interventions and policies within health sector programming. Serving as an HIV/AIDS subject matter specialist, the Advisor will assist USAID missions, regional field offices, regional bureaus, cooperating agencies (CAs), private voluntary organizations, host country governments and nongovernmental organizations in the design and implementation of HIV/AIDS community-based care and prevention programs. S/he will analyze data, reports and other information about HIV/AIDS care both domestically and internationally and review relevant policies so as to recommend appropriate USAID policy and programs. Programmatic guidance for this position will be provided by the Technical Leadership and Research (TLR) Division Chief.

ROLES AND RESPONSIBILITIES:


The HIV/AIDS Community Care and Prevention Advisor will:

A. Provide HIV/AIDS Care and Prevention Technical Assistance and Oversight:
• Provide ongoing technical assistance, training, and consultation to the Office of HIV/AIDS (OHA), the Bureau for Global Health (GH), and missions on the development and implementation of HIV/AIDS community-based care programs with specific focus on establishing quality standards and practices for home based care (HBC) services in areas of HIV clinical and support care services and prevention for positives activities.
• Provide ongoing technical assistance, training, and consultation to OHA, GH, and missions on the development and implementation of HIV/AIDS prevention programs as an integrated component of community-based care programs.
• Provide technical assistance to managers of USAID grants and contracts designed to implement HIV/AIDS care and prevention programs, and methods to monitor and evaluate programs including PEPFAR-required monitoring and evaluation and Public Health Evaluations (PHE) projects and related activities.
• Coordinate HIV/AIDS care programs with GH, missions, regional bureaus, USG agencies, international agencies, donors, banks, and implementing partners.

B. Serve as USAID’s HIV/AIDS Care and Prevention Subject Matter Specialist:
• Analyze, synthesize and disseminate key research findings, cutting edge methodologies, and best practices to the GH Bureau, missions and CAs regarding HIV/AIDS community-based care and prevention programs for both adults and children, and their application to USAID programs.
• Develop and deliver HIV/AIDS care presentations, reference materials, speeches and prepare reports and other documents as required.
• Assist with the design, implementation, and analysis of centrally- and mission-funded evaluation activities in the areas of community care and prevention.
• Develop collaborations with counterparts in USG and international agencies.
• Provide leadership and technical oversight on the design and publication of USAID materials related to HIV/AIDS care programs.

C. Provide HIV/AIDS Care and Prevention Strategy and Policy Coordination:
• Provide guidance and direction on USAID’s strategic approach to HIV/AIDS community based care and prevention programs.
• Participate in the review and evaluation of existing policies on HIV/AIDS care and other relevant policies, providing recommendations and suggesting modifications to existing policies or the creation of new policies to support and/or enhance USAID HIV/AIDS global activities.

REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:


• Professional training and degree in the field of clinical medicine (MD, RN, PA) or psychology (PhD, MSW) with experience in international health care delivery.
• Minimum five years’ experience providing medical or psychological care and treatment to HIV/AIDS patients with at least two years’ experience working on global health care delivery in international or resource poor setting.
• Health training demonstrated by an MPH or similar degree with a minimum of two years’ experience in public health programs in developing countries or four years’ experience in public health programs in developing countries without a graduate-level degree in public health.
• Demonstrated ability in strategic planning and program management and implementation within community-based settings, especially within a developing country or resource-poor context.
• Knowledge of operations of international health organizations (e.g., WHO, UNAIDS) and PEPFAR..
• Ability to work with diverse teams and across USG agencies (e.g., USAID, CDC, HHS, DOD, Peace Corps).
• Strong interpersonal skills and the ability to work cross-culturally with diverse teams.
• Excellent analytical written and oral communication skills.
• High degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs.
• Willingness to travel to transitioning or developing countries.
• Fluency in a foreign language preferred.
• Computer literacy in Word, Excel and PowerPoint.
US Citizenship or Permanent Residency required.
