3rd World Congress Against Sexual Exploitation of Children and Adolescents


Pre-Congress Information

25 to 28 November 2008

More than 3000 people from 5 continents are expected to participate in the "III World Congress Against Sexual Exploitation of Children and Adolescents" in Rio de Janeiro.
The aim of the congress is to present and prepare advice on how countries can and should fight the sexual exploitation of children and adolescents.

The congress is organised by the Brazilian Government, the Organization "End Child Prostitution, Child Pornography and Trafficking of Children for Sexual Purposes (ECPAT)", by the United Nations Children's Fund (UNICEF), and by the NGO Group for the Convention on the Rights of the Child. The IFSW Representative to UNICEF Ellen Mouravieff-Apostol has been actively involved with the NGO Group in preparations for the Congress.

Post-Congress Information

The recommendations from the Congress were consolidated in the Rio de Janeiro Declaration and Action Plan to Prevent and Stop Sexual Exploitation of Children and Adolescents.

“The follow-up of this congress is very important. A strong focus should be given to commercial sexual exploitation and all other forms of abuse, including in families, against children”, said UNICEF regional director for Latin America and the Caribbean, Mr. Nils Kastberg, while making an overview of the three days of the congress.

The director praised the participation of adolescents in the discussion groups, stating that they were the stars of all seminars, with an impressive activeness in their participation.

The president of NGO Group, Lannart Reinus, also highlighted the importance of a follow-up in the discussions. “We have committed ourselves to stick to the congress outcome document – us being not only governments, but also the society”, he stated.

The president of ECPAT International, Ms. Amihan Abueva, said to expect that “we hope that, until 2013, mechanisms for information exchange on sex offenders will be regionally implemented”.

The final press conference also had the participation of the Colombian youth Michele Correa. Her expectations were that schools would start giving sex education. “I’m in the first year of High School and I still haven’t had a single class on sexuality”.

3500 from 170 countries participated in the Congress, including 55 Ministers of State.
